You do not need a business only room in your house to deduct mileage. You only need to qualify your home to be your "tax home." Your tax home is generally considered to be your primary place of employment. If you tutor in various places and have no "main" place where you go (e.g.: school where you spend a majority of your time), then your home is likely considered your tax home and you are free to deduct mileage as appropriate.

It does not have to be a room. It does have to be used regularly and exclusively for business. You do not have to do any tutoring there. You can use it for scheduling appointments, sending bills, and similar administrative tasks. However, you must not use it for any non-business purposes.
